when he get load it crashes with artifacts and stripes and 100% fanspeed, then pc reboots.

already tried to flash the bios of the gpu and mobo?
sounds to me like driver or bios probs.
if you still have warranty (I don't now if it is second hand?) even though you bought it second hand, you should be able to rma it.

the guy from who you bought the card, did he had the problems to? if so, why didnt you test the card when you bought it?

he told me it was ok and i didnt try it, but if i cant get it fixed by sending it to alternate o asus ill give it back.
